TRAI Reportedly Approached by DoT to Conduct Auction for Fresh Spectrum Bands and Radio Waves

The Department of Telecom (DoT) is expected to seek the assistance of the Telecom Regulatory Authority of India (TRAI) this week regarding the upcoming auction of spectrum bands and radio waves held by permits set to expire in 2024, according to an official source. The DoT plans to hold the auction within the March quarter of the current fiscal year.

The unnamed source revealed that the DoT will submit a reference to TRAI in the next few days, specifically requesting the auction of the 37GHz band and radio waves associated with telecom licenses due for renewal in 2024. It is anticipated that the reference will include the offering of spectrum in the 600 megahertz band, as well as frequencies that remained unsold during the previous auction in 2022.

During the last auction, the government made available spectrum in 10 bands; however, there were no takers for the 600MHz, 800MHz, and 2300MHz bands. The majority of bids were for the 5G bands (3300Mhz and 26GHz), while a significant portion of demand was also recorded for the 700Mhz band, which had remained unsold in the auctions held in 2016 and 2021.

The DoT is hopeful that TRAI will provide auction guidelines for satellite communication spectrum promptly so that it can be included in the auction scheduled for the March quarter. However, it should be noted that only one player in satellite communication has requested the administrative allocation of spectrum instead of participating in the auction process.

In addition to the aforementioned spectrum, licenses held by Bharti Airtel and Vodafone Idea are set to expire in 2024, and the spectrum associated with these permits will also be included in the March quarter auction, as stated by the source.

The source further mentioned that the DoT can successfully conduct the auction if it receives TRAI’s recommendation by January.
