Shaping the Future of the Internet

As the gap in Internet access between least developed and developed countries has continued to grow from 27% in 2011 to 30% in 2022, stakeholders at the 18th Internet Governance Forum (IGF) in Kyoto, Japan, from 8 to 12 October 2023, united to shape the future of the internet using the ROAM-X Framework. 

This effort aligns with UNESCO’s mission to leverage digital technologies for peace and sustainable development. The ROAM-X Framework, embodying Rights (R), Openness (O), Accessibility (A), Multistakeholder participation (M), and Cross-cutting issues (X), intends to create a human-centered internet.

During UNESCO’s Day 0 session, titled “Advancing Digital Inclusion and Human Rights: ROAM-X Approach,” held on October 8, 2023, participants expressed strong support for the Internet Universality Framework, emphasizing the importance of a multistakeholder approach. Speakers shared their experiences with implementing the ROAM-X Framework, recognizing the need for more equitable representation among stakeholders.

The Dynamic Coalition on Internet Universality Indicators discussed the ongoing revision process of the ROAM-X Framework on 10 October 2023. Participants acknowledged the need for the framework to adapt to emerging challenges in digital governance, such as misinformation, artificial intelligence, and cybersecurity. They also stressed the importance of reducing the number of indicators and making them adaptable to diverse countries’ needs.

Members of the Steering Committee for the Internet Universality Indicators revision met during the IGF to discuss advancements in the framework’s revision. The committee, consisting of 10 experts from various backgrounds, discussed including new dimensions in the updated framework, such as child protection, environmental considerations and governance of online data protection platforms.

The revision of the Internet Universality Framework, ongoing since mid-2023 in partnership with CETIC.br, aims to enhance its effectiveness in addressing contemporary challenges in online governance. This effort will facilitate IUI assessments and encourage more countries to participate, aligning with UNESCO’s mission of achieving Internet Universality.
