OpenAI CEO Endorses EU Regulation on AI

Executives from leading technology companies, namely Mark Zuckerberg of Meta Platforms and Sam Altman of OpenAI, have expressed their support for government oversight of artificial intelligence (AI) after engaging in discussions with European Commission member Thierry Breton. Breton revealed on Friday that he and Zuckerberg were “aligned” when it comes to the European Union’s regulation of AI, which is currently in the final stages of negotiation. They both agreed with the EU’s risk-based approach and the implementation of measures like watermarking, according to Breton.

Altman, the CEO of OpenAI, also endorsed the EU’s approach to AI, commending the European institution for taking the matter seriously and emphasizing its significance for the rest of the world. Altman conveyed his willingness to cooperate with Breton, stating, “We look forward to working with you to be running well in advance and offering a European service in compliance with the European market.” OpenAI is renowned for developing the widely popular chatbot, ChatGPT, which has garnered significant attention for its ability to generate text or images based on user prompts.

Meta’s President of Global Affairs, Nick Clegg, expressed support for the objectives of the AI Pact, emphasizing the importance of transparency and collaborative engagement among tech companies, governments, and civil society regarding their work on AI. Clegg acknowledged the need to examine the details of the EU’s plan but welcomed the opportunity to contribute.

These discussions took place during Breton’s tour of technology companies this week. Following his visit to Meta, Breton expressed confidence in the company’s readiness to comply with Europe’s new stringent content moderation rules, but he plans to subject their systems to a stress test next month. Meta provided substantial information regarding its compliance with the European Union’s Digital Services Act, and Breton welcomes the stress test as an additional precautionary measure.

Zuckerberg agreed to undergo a test in mid-July to assess Meta’s adherence to content moderation rules, and Breton mentioned that approximately 1,000 Meta employees are dedicated to implementing the Digital Services Act. Moreover, Zuckerberg expressed interest in a future test to evaluate how Meta’s platforms would comply with the EU’s forthcoming competition rules defined by the Digital Markets Act. Companies are required to self-report as gatekeepers for specific core platform services by July 3.

During their conversation, Breton urged Zuckerberg to allocate more resources to combat disinformation, particularly Russian disinformation targeting Eastern European countries in relation to the war in Ukraine. They also discussed a Wall Street Journal report concerning child predators exploiting Meta’s Instagram photo-sharing site.

Clegg described the conversation as “constructive” and invited Breton’s team to visit their Dublin campus to witness their stress-testing processes ahead of implementation.

In a separate meeting, Breton discussed AI with Jensen Huang, CEO of Nvidia, the world’s leading chipmaker in the AI processor market. Following the meeting, Huang stated that it was highly likely that Nvidia would invest in Europe.

Earlier, Breton met with Elon Musk, the owner of Twitter, and the new CEO Linda Yaccarino. Breton highlighted the need for Twitter to allocate more resources to address sensitive content to ensure compliance with the EU’s regulations before the August deadline.
