Increased Presence of Female Diplomats Exposed by Latest Dataset

The University of Gothenburg’s research program, Gender in Diplomacy (GenDip), has recently published the “GenDip Dataset on Gender and Diplomatic Representation.” This dataset maps the gender representation among the world’s ambassadors from 1968 to 2021, providing valuable insights for analysis and research in the field of gender and diplomacy.


The dataset includes 89,263 ambassador postings from 222 current and former countries, filling a gap in previous data. Ann Towns, Professor of Political Science and Director of GenDip, emphasizes the importance of gender-related research in diplomacy and highlights the UN’s designation of 24 June as International Day of Women in Diplomacy to address the underrepresentation of women in this field.

While the percentage of female ambassadors worldwide has increased from 0.9% in 1968 to 21% in 2021, there are significant regional and country-specific variations. In 1968, no region appointed more than 2% women as ambassadors, and only 22 out of 127 countries had female ambassadors. In 2021, the Nordic countries had a higher proportion of female ambassadors (41%) compared to countries in the Middle East (12%). However, it is important to note that regional averages may obscure variations between individual states.

For instance, Guinea had the highest proportion of female ambassadors in the world in 1968, with 20% of their ambassadors being women, despite the low average representation of female ambassadors from African countries. In 2021, smaller countries like Nauru, Liechtenstein, Saint Kitts and Nevis, Jamaica, and Grenada appointed a majority of female ambassadors, with Nauru having 100% female postings. Sweden appointed 47% female ambassadors that same year.

Exploring the Role of Gender in International Relations

The availability of this new dataset allows for further examination of why some states appoint more female diplomats than others and the impact of gender in diplomatic interactions. Diplomatic missions serve as a measure of international recognition and status, and including women in diplomacy highlights the significance of gender in a state’s pursuit of status.
