China Requires AI to Adhere to the “Essential Principles of Socialism”

China has recently released new guidelines on generative AI services that aim to balance public use and industrial development. The guidelines, set to take effect on August 15th, only apply to organizations offering generative AI services to the public. Entities developing similar technology for non-mass-market use are not affected by these measures.

Compared to the draft rules in April, the Cyberspace Administration of China (CAC) has softened its stance, as reported by Reuters. The guidelines still include the requirement for generative AI services to adhere to the core values of socialism and not attempt to overthrow state power or the socialist system. However, the new rules remove the potential fines of up to 100,000 yuan ($13,999) for violations, as reported by CNN.

China is striving to strengthen its generative AI capabilities and intends to surpass the current dominance of the United States in this field. This pursuit has encountered obstacles in a country known for its tight control over internet access and information flow within its borders. Authorities have even instructed tech giants not to access ChatGPT, a chatbot tool that is not available in China, due to concerns about “uncensored replies.” Citizens using ChatGPT have faced repercussions as well, with reports of arrests for allegedly using the chatbot to generate fake articles.

The generative AI rules in China also emphasize the protection of intellectual property rights regarding training data and prohibit any abuse of “algorithms, data, platforms, and other advantages for monopoly and unfair competition.” All training data must come from legitimate sources approved by the government. Furthermore, service providers are obliged to accommodate individuals’ requests for reviewing or correcting information collected for AI models.

In its efforts to promote generative AI, the Chinese government pledges support for infrastructure development and public training initiatives.
