Telecom Companies Urged by TRAI to Utilize AI-Powered System in Identifying and Combatting Pesky Text Message Senders

The Telecom Regulatory Authority of India (TRAI) has taken a step towards combating the menace of unsolicited commercial communication (UCC) by directing all access providers to deploy AI and ML-based systems to identify and act against senders of commercial communication who are unregistered. TRAI has also instructed access providers to report their updated status on the actions taken within 30 days.

Unregistered telemarketers (UTMs) use ten-digit mobile numbers to send commercial communications through messages or calls. In order to curb pesky calls and messages, TRAI has implemented a slew of measures, which have led to a drop in complaints against registered telemarketers. However, pesky calls and messages from UTMs continue to be a major source of inconvenience and financial loss to customers.

To detect, identify, and act against UTMs, TRAI has directed access service providers to implement the UCC_Detect system within the framework of TRAI’s Telecom Commercial Communication Customer Preference Regulations, 2018. The UCC detect system shall detect senders who are sending UCC in bulk and not complying with the provisions of the regulations.

Access providers have implemented UCC detect systems as per their suitability and feasibility, but UTMs continuously evolve new techniques to send unsolicited communications, and the current systems are not fully capable of detecting such UCC. To have uniformity in UCC detect system implementations, TRAI has directed all access providers to deploy AI and ML-based UCC_Detect systems capable of constantly evolving to deal with new signatures, new patterns, and new techniques used by UTMs. Access providers have also been directed to share intelligence with other access providers using distributed ledger technology (DLT) platforms.
