Google’s launch of its AI chatbot, Bard, in the European Union (EU) has been postponed due to the company’s failure to address privacy concerns raised by the Irish Data Protection Commission (DPC). The DPC, which serves as the regulator for Google’s operations in Dublin, requested a data protection impact assessment as required by EU privacy laws. However, Google did not provide the necessary documentation and has yet to respond to the DPC’s inquiries. Consequently, Bard’s launch has been put on hold.
According to Politico, the DPC’s deputy commissioner, Graham Doyle, confirmed that Google had informed the organization about the forthcoming Bard launch. In response, the DPC sought a data protection impact assessment, but Google’s lack of compliance led to additional questions and the subsequent delay of Bard’s launch.
Google stated that it intended to make Bard available in the EU responsibly after engaging with experts, regulators, and policymakers. The company claimed to have been in discussions with privacy regulators to address their concerns and gather feedback.
This situation is not unprecedented, as similar privacy concerns have arisen with AI chatbots like ChatGPT. Italy temporarily banned ChatGPT, and Germany, France, and Spain are currently investigating its operations. Additionally, a pan-EU task force is working on examining these AI chatbots.
The concerns surrounding chatbots like Bard and ChatGPT encompass several issues, including inadequate protections for minors and a lack of opt-out options for data scraping, which fuels these systems. Users may not be aware that OpenAI defaults to recording their conversations with ChatGPT and using the data to train the system. Moreover, human moderators may also access this data. While not inherently problematic, user awareness regarding these practices is limited.
While the specific concerns raised by the DPC regarding Bard remain unclear, alternative AI chatbots like Bing AI and ChatGPT are still accessible throughout the EU.
