China reportedly had ‘deep, persistent access’ to Japanese networks for months

Late last year, an article by Nikkei Asia reported that Japan had plans to expand its military cyber defense unit by adding thousands of personnel. Recent revelations from a report by The Washington Post may shed light on the reason behind this decision. According to the report, hackers from China had established “deep, persistent access” to Japanese defense networks. The breach was initially discovered by the National Security Agency in late 2020, prompting NSA Chief and Commander of US Cyber Command General Paul Nakasone to fly to Japan alongside White House deputy national security advisor Matthew Pottinger to inform Japanese officials about the breach.

Despite the breach being brought to the attention of high-ranking officials, including Japan’s prime minister, the hacking from China persisted for several months, spanning the transition from the Trump administration to early 2021.

Initially, the US Cyber Command offered Japan assistance in removing malware from its systems. However, Japan rejected the offer due to concerns about another nation’s military accessing their systems. Instead, Japan opted to employ domestic commercial security firms to identify vulnerabilities, relying on the US for guidance on the findings of these firms. Eventually, Japan decided to adopt a more proactive national security strategy, including the establishment of a new cyber command that would monitor networks continuously. This strategy also involves the deployment of up to 4,000 cybersecurity personnel.

With these measures in place, Japan aims to enhance its cyber defense capabilities and protect its defense networks from unauthorized access and potential cyber threats.
