Once you find the Altar, purchase the first item listed, the Faded Grimoire. It requires 15 Blood Moon Essences, 5 Lumenite Crystals, and 1,000 Scrap.
With the Faded Grimoire in your possession, return to Wallace at Ward 13. You will need to have the Grimoire refurbished by Wallace, which will cost an additional 10 Lumenite Crystals and 1,000 Scrap.
